To use the group instead of All users, click on Select users and groups. You can enable MFA for your tenant in Azure Active Directory by enabling Security Defaults, or by using Conditional Access policies. For Assignments, select User and groups, then Include All Users and Exclude any users you don’t want to have Legacy Authentication disabled for.
